Office Fitout Company in Dubai
Smart Cities is an office fitout company in Dubai. We take offices from an empty shell, or an outdated fit-out, to move-in ready. Design coordination, approvals, civil and MEP works, joinery and handover run under one contract with one project manager.
What we fit out
From a 10-person team to a full floor, we fit out offices for businesses that want a workplace that is finished on time and works from the first day.

Corporate and professional offices
Open-plan floors, private offices, meeting rooms, pantries and server rooms, planned around how your team really works.

Co-working and shared spaces
Flexible layouts with hot desks, phone booths, break-out areas and acoustic treatment.

Commercial, government and mixed-use offices
Reception areas, public counters and multi-tenant floors that follow the building's and the authority's rules.
New fitout, refurbishment or relocation?
A shell unit needs everything built from scratch. An already-fitted unit needs a different plan: keep what works, replace what doesn't, and avoid paying twice for the same ceiling and services.
We assess the space first and tell you which parts of the existing fitout are worth keeping. For work beyond offices, see our interior fit-out services.
How an office fitout runs, step by step
Most office fitout projects take 4 to 10 weeks, depending on size, scope and how fast approvals come through. This is the order the work follows.
Site assessment and brief
We visit the unit, check the ceiling height, existing services and the building's fitout rules, and agree your headcount, layout needs and budget.
Space planning and design
Layouts, workstation counts, meeting rooms and finishes are agreed with you. We work from your designer's drawings or coordinate a design team.
Approvals
Depending on the building and zone, this means landlord or building management approval, Dubai Municipality, Civil Defence and free zone authority sign-off. We prepare the submissions and follow them up.
Execution
Partitions, ceilings, flooring and joinery go in alongside the MEP works: HVAC, electrical, data cabling, lighting and fire systems.
Furniture, IT and finishing
Furniture, signage, AV and final paint are installed once the space is clean, so nothing gets damaged by the heavy work.
Inspection and handover
We walk the space with you, close the snag list and hand over the keys with the completion documents.

Many Dubai buildings restrict noisy work and deliveries to certain hours. We plan the programme around your building's rules and agree the dates with you in writing before we start.
What you receive before we start building
- A space plan showing workstations, meeting rooms and circulation
- 3D renders of all areas, so you see the finished office before work starts
- A material and finish specification
- An itemised quotation that lists what is excluded
- A programme with dates, including any out-of-hours work
What decides the cost of an office fitout
Office fitout cost depends on the space and the specification, so we price after a free site assessment. You receive an itemised written quotation, and every line is something you can question or change.
Every quotation shows
- The scope, area by area
- The specification of each material and system
- What is not included
- How changes during the work are priced
- A programme with dates
What moves the price most
- Size and layout. More private offices and meeting rooms mean more partitions, doors and services than an open plan.
- Shell or already fitted. A shell unit needs ceilings, floors and services from scratch.
- HVAC and electrical. Changing the layout usually means moving ducts, diffusers, lighting and power.
- Glass, acoustics and joinery. Glazed partitions, sound insulation and bespoke joinery cost more than standard drywall.
- IT, AV and security. Data cabling, access control and meeting-room technology are often priced separately.
- Building rules and timing. Out-of-hours work and strict landlord requirements affect the programme and cost.
Before and after

Approvals and permits
The approvals you need depend on the building and whether it sits in a free zone. Most office fitouts need at least the building management's approval, and larger or higher-risk works also need authority sign-off. We handle:
- Landlord and building management approvals
- Permits from Dubai Municipality where required
- Fire and life safety approvals from Dubai Civil Defence
- Free zone authority submissions, where the unit is in one
- Completion and handover documents
We are a Dubai Municipality-approved contractor.
Choosing between office fitout companies in Dubai
These questions separate a reliable contractor from a risky one:
- Is the licence valid? Ask for the trade licence and check it with Dubai Economy and Tourism.
- Is the contractor accepted by your building? Many landlords keep an approved list.
- What is in the quotation? Look for materials, exclusions and how variations are priced.
- Who does the work? Ask what is done in-house and what is subcontracted.
- Who supervises daily? You want a named site engineer.
- What happens after handover? Get the defects period in writing.

Mr Sayed Hussein (Business Bay)Frequently asked questions
How much does an office fitout cost in Dubai?
It depends on the size, the layout, whether the unit is a shell or already fitted, and the specification. We don't quote from a table. After a free site assessment you get an itemised written quotation, so you can see what drives the price and adjust the scope.
How long does an office fitout take?
Most office fitout projects take 4 to 10 weeks, depending on the size, the scope and how quickly approvals come through.
What does turnkey office fitout mean?
Turnkey means one contractor handles design coordination, approvals, construction, MEP, joinery and handover, so you receive a ready-to-use office instead of managing separate trades. Some projects are build-only, where we build from your designer's drawings. We tell you which suits you at the site assessment.
Do you handle approvals?
Yes. We prepare and follow up the submissions to the building management, Dubai Municipality, Civil Defence and the free zone authority where one applies.
Do you do the design as well as the fitout?
Yes. We coordinate the design and space planning and provide 3D renders of all areas, or we build from drawings prepared by your own designer. See our interior design service.
Can you fit out an office we already occupy?
Yes. We can phase the work by area or run noisy tasks outside office hours. It takes longer than working in an empty unit, and we agree the sequence with you first.
What is included in the quotation?
The quotation lists the scope, the specification of each material, the exclusions and the programme. Furniture, IT, AV and security systems are normally priced separately, and we list them separately.
Do you fit out offices in free zones?
Free zones have their own approval rules, and we check them at the site assessment.
How do I choose between office fitout companies in Dubai?
Check the trade licence, confirm the contractor is accepted by your building, compare quotations line by line, and ask who supervises the site every day.
What happens if there is a defect after handover?
We give a 6 - 12 month defects liability period after handover. If a defect appears in our work during that period, we come back and correct it.
Other services for your office
Most fitouts involve more than one trade. We handle these under the same contract.
